The Covenant on Demographic Change

A partnership of European regions, cities, and organizations committed to building age-friendly environments across Europe.

What is the Covenant?

Launched in 2015, the Covenant on Demographic Change is a voluntary commitment by European stakeholders to support the creation of age-friendly environments that enable people of all ages to live well, remain active, and participate fully in society.

The Covenant brings together:

  • Regional and local authorities
  • Research institutions and universities
  • Civil society organizations
  • Healthcare providers
  • Technology and innovation companies

Together, members commit to implementing evidence-based practices that address the challenges and opportunities of Europe's aging population.

Why Age-Friendly Environments Matter in 2026

Europe is experiencing an unprecedented demographic shift. By 2050, nearly one-third of the European population will be over 65 years old. This transformation presents both challenges and opportunities:

Healthcare Pressure

Healthcare systems must adapt to serve more complex, chronic conditions while promoting preventive care and healthy aging from midlife onwards.

Housing & Urban Design

Cities need accessible public spaces, age-friendly housing, and transportation systems that enable older adults to remain independent and socially connected.

The Silver Economy

Older Europeans represent a significant economic force, driving innovation in assistive technology, wellness services, and lifelong learning.

The WHO Framework

The Covenant's approach is grounded in the World Health Organization's Age-Friendly Cities and Communities framework, which identifies eight domains essential for healthy aging:

  2. Transportation
  3. Housing
  4. Social participation
  5. Respect and social inclusion
  6. Civic participation and employment
  7. Communication and information
  8. Community support and health services
